The rules were the brainchild of executive producer-writer Ira Steven Behr, who elucidated further on these pearls in his books, The Rules of Acquisition and The Legends of the Ferengi, published by Pocket Books. Ira insists that his books are a considerable bargain, worth many times their purchase price. The rules were first mentioned in “The Nagus” (DS9). Early in 2371, Quark suggested that a 286th rule be added to the list: “When Morn leaves, it’s all over.” (“House of Quark” [DS9]). One rule, whose number was not given, states: “Exploitation begins at home.” In 2373, while posing as the grand proxy, Neelix told Arridor and Kol that Rule #299 was “When you exploit someone, it never hurts to thank them.” (“False Profits” [VGR]).

Addendum: Civilization. Ferengi have deciduous childhood lobes that they lose as they grow older. A Ferengi’s first set of ears are lost at a young age. The Ferengi believe that the universe is held together by the Great Material Continuum, also known as the Great River. They believe that each part of the universe has too much of one thing, but not enough of another, and it is through the continual flow of the Great River that wants and needs can be fulfilled, if one navigates the River with sufficient entrepreneurial skill. (“Treachery, Faith, and the Great River” [DS9]). The seeds of a profound revolution in Ferengi society were sown in 2373 when Grand Nagus Zek came to accept the guidance of a female, Ishka. While Ishka gave Zek sound financial advice that benefited the entire Ferengi Alliance, she also made no secret of her personal agenda to reform Ferengi law to grant equal rights to females. (“Ferengi Love Songs” [DS9]). Zek acted on this radical reform a year later when he amended the Ferengi Bill of Opportunities to grant females the right to wear clothes. Announcement of the amendment initially caused financial chaos throughout Ferengi society, nearly deposing Zek in the process. Stability and profitability returned when it became evident that equal economic opportunity for females resulted in the opening of exciting new markets for consumer goods. (“Profits and Lace” [DS9]).

A terrible financial decline struck Ferenginar in the mid-24th century, causing rampant inflation and currency devaluation. This catastrophe became known as the Great Monetary Collapse. The Flotter stories each taught children about those forces of nature through the behavior of the characters and how they responded to a child’s actions. Children participating in the Flotter adventures were encouraged to develop deductive reasoning skills. For example, in one story when the character of Flotter disappeared, the character would not reappear until the participant realized that Flotter, who represented water, had evaporated. He would subsequently reappear when temperatures in the forest dropped low enough to allow water vapor to condense into rain. In another story, diverting a river, an apparent solution to an imminent dry spell, would actually flood the forest, causing giant mosquitoes to appear when the forest became a swamp. Some Flotter stories include “Flotter and the Tree Monster,” “Trevis and the Terribly Twisted Trunk,” and “Flotter, Trevis, and the Ogre of Fire.” Naomi Wildman enjoyed the Flotter adventures when she was a child, as did future Voyager crew members Kathryn Janeway, Harry Kim, and Samantha Wildman. Fontaine was a prominent singer who performed in the city of Las Vegas during the 1960s. Fontaine’s contemporaries included such Earth celebrities as Frank Sinatra and Dean Martin. Among Fontaine’s repertoire were such swing-era favorites as “You’re Nobody Till Somebody Loves You,” “Come Fly with Me,” and “I’ve Got You under My Skin.” In 2374, an interactive re-creation of Fontaine was featured in a holosuite program created by Felix for his friend Julian Bashir. This remarkable simulation not only captured Fontaine’s personality and sophisticated singing style, but was self-aware, giving him an attitude appropriate for the period. The Fontaine hologram was designed to be highly perceptive of the intricacies of interpersonal relationships. Both Bashir and Odo found his advice helpful in their respective love lives. Fontaine referred to himself (as well as to other holographic characters) as a “light bulb.” (“His Way” [DS9]). Even Quark enjoyed Fontaine’s brand of sophisticated music. (“Tears of the Prophets” [DS9]). Worf escaped into the world of Vic Fontaine in early 2375, shortly after the death of his wife, Jadzia. Worf spent many evenings in the holosuite simulation, repeatedly asking the holographic Vic to sing “All the Way,” which was Jadzia’s favorite song. (“Image in the Sand” [DS9]). James Darren is well known to genre fans for his portrayal of Dr. Tony Newman in the 1966-67 television series The Time Tunnel. Darren also costarred with William Shatner in T.J. Hooker. Vic Fontaine was first seen in “His Way.”

To learn why Odo chose to live among the solids rather than his own people, on stardate 48521 she impersonated Kira Nerys and pretended to be trapped on a distant moon with Odo. (“Heart of Stone” [DS9]). She boarded the Starship Defiant on stardate 49962.4 to escort Odo to the Founders’ homeworld to be judged by the Great Link. The Great Link judged him and made him a human being. (“Broken Link” [DS9]). Salome Jens previously portrayed the ancient humanoid in “The Chase” (TNG).
Addendum: Representative of the Founders of the Dominion. This individual became stranded in the Alpha Quadrant in early 2374 during the Dominion war. She visited Odo at Terok Nor, hoping to tempt him to return to his people. (“Behind the Lines” [DS9]). Although she linked extensively with Odo, she was disappointed when Odo chose to remain with the solids in the Alpha Quadrant. (“Sacrifice of Angels” [DS9]). The Founder Leader did not realize that in linking with Odo, she became infected with a deadly morphogenic virus that had been created by Section 31 with the intent of wiping out the entire Great Link. (“Dogs of War” [DS9]). Despite the debilitating effects of the disease, the Founder Leader commanded the forces of the Dominion and its allies during the Dominion war. Even during the final days of the war, when the Alpha Quadrant powers had turned the tide against the Dominion, the Founder Leader refused to surrender, fearing that the Alpha powers would seek retribution against her people. She even ordered a brutal campaign of destruction against the Cardassian people when they began to rebel against Dominion rule. It was only after Odo linked with her one more time (in the process curing her of the disease) that she believed that the Federation would not permit her people to be destroyed. The Founder Leader subsequently ordered the surrender of all Dominion forces, and later stood trial in a Federation court for her actions during the Dominion war. (“What You Leave Behind” [DS9]). The Founder Leader was referred to as Female Shapeshifter in the scripts.
