  15. There is already a restriction applied to bad / inexperienced / young drivers.
  16. Its called motor insurance. Insurance premiums take into account age/experience
  17. of the driver, how many speeding tickets/accidents he/she has had in the last
  18. year, how many insurance claimshave been made, the type of car, the region in
  19. which it is being driven, and whether the driver has passed an advanced test.
