  28. Relevant portions of the Bill:
  29.  
  30.     (a) IN GENERAL.--Section 922 of title 18, United States Code, 
  31. is amended by adding at the end the following: 
  32.  
  33.     "(s)(1) It shall be unlawful for any licensed importer, 
  34. licensed manufacturer, or licensed dealer to sell, deliver, or 
  35. transfer a handgun to an individual who is not licensed under 
  36. section 923, unless-- 
  37.  
  38.         "(A) after the most recent proposal of such transfer by the 
  39.     transferee-- 
  40.     [First section deals with identifying the buyer and informing
  41. the police.]
  42.             "(ii)(I) 7 days have elapsed from the date the 
  43.         transferee furnished the statement, and the transferor has 
  44.         not received information from the chief law enforcement 
  45.         officer that receipt or possession of the handgun by the 
  46.         transferee would be in violation of Federal, State, or local 
  47.         law; or 
  48.  
  49.     Essentially, if seven days go by and there is no word from the
  50. chief law enforcement officer, the weapon is released.
  51.  
  52.             "(II) the transferor has received notice from the chief 
  53.         law enforcement officer that the officer has no information 
  54.         indicating that receipt or possession of the handgun by the 
  55.         transferee would violate Federal, State, or local law; 
  56.  
  57.         This section means that the waiting period may be reduced if the
  58. police chief responds before seven days, but if seven days pass then 
  59. according to the previous section, the gun may be released.
