- Doesn't matter. Sex is a voluntary act, whether the risks of a particular sex
- act are accurately known by the participants or not. Any voluntary act of sex
- leading to illegitimate conception would make the actor liable for the Tax.

- I have assumed no such thing. Doug Chatham asked specifically about "women who
- have been raped" [sic], where the rape results in their becoming impregnated.
- I was responding to his point. My general statement, however, that rapists
- should be liable for the Tax, but not their victims, applies equally whether
- the rapist is a man or a woman.
