- The state of Franklin was long before the civil war. It was in the 1790's if
- I remember correctly. The U. S. was a much different country then. It was
- standard practice when people did not like the current government they set
- up one that they liked better. Often the old government would fold up and go
- away. Sometimes the new would would fold up. By 1830 this way of doing things
- was going out of style. After the civil war it was impossible.

- Many of the people in the mountains between North Carolina and Tennessee did
- not believe that the existing governments were paying enough attention to
- their region so they set up the state of Franklin. Among other things this
- state collected taxes. As part of arrangement that whereby Franklin folded,
- North Carolina decided to not to collect back taxes from people that had paid
- taxes to Franklin. (A lot of people did not pay taxes to either state while
- the situation was unclear.)
