- not really. for DoD, all the information is gathered, percolated,
- analyzed, selected, detected, ... and passed on to a group of Very
- Important People ... this group makes decisions, sends back
- investigations for more information (boy, could i talk about this
- one), ... as far as i can tell, one irrational person in the process
- should only be able to make a little noise. now, if you get *several*
- irrational people in the process ... ???
