  21. not really.  for DoD, all the information is gathered, percolated,
  22. analyzed, selected, detected, ... and passed on to a group of Very
  23. Important People ... this group makes decisions, sends back
  24. investigations for more information (boy, could i talk about this
  25. one), ... as far as i can tell, one irrational person in the process
  26. should only be able to make a little noise.  now, if you get *several*
  27. irrational people in the process ... ???
