  10.     According to the paper the morning, it is expected that
  11. if Clinton is successful in either removing the ban on the military
  12. or starting a process by which the ban can be removed, that 
  13. legislation will be introduced to Congress which will change the
  14. existing Executive Order to a legal directive.

  16.     It is NOT likely that this will be a singular bill!
  17. Mor elikely it will be added as an AMENDMENT to another bill
  18. which has congressional support, thereby making it nearly
  19. impossible to stop it from being passed.  Since there is no
  20. line-item veto for the President, he would have to veto the
  21. entire bill to prevent an anti-gay rider.

  23.     There are two bills mentioned as being likely targets:
  24. the Family Leave Act and one other I think having to do with
  25. medical coverage.  Both were bills not expected to be signed by Bush
  26. but were already promised to be signed by Clinton.  Therefore,
  27. it becomes a choice between breaking a campaign promise to
  28. the general populace, or to gays in the wake of fierce opposition
  29. to overturning the current ban.  (Gee, I wonder which one he'd do?)

  31.     IT is expected that these attachments will be made in the
  32. near future, probably by Helms (who is notorious for this sort
  33. of stuff) and is expected to make it through (as they usually do).
