- Only the President can issue an Executive Order. Clinton is
- telling Aspin to come up with a plan that satisfies both the
- military and gay concerns, and to do it lickety-split. But
- Clinton himself will sign the order. I think it does make a
- difference that the President himself signs the order -- sends
- a much stronger message. The Presidency is all about symbols,
- if you hadn't noticed.

- instructed next week to stop asking recruits about their
- sexual orientation, and to drop all investigations and
- firings of suspected G/L folk.
