  26. Only the President can issue an Executive Order.  Clinton is
  27. telling Aspin to come up with a plan that satisfies both the
  28. military and gay concerns, and to do it lickety-split.  But
  29. Clinton himself will sign the order.  I think it does make a
  30. difference that the President himself signs the order -- sends
  31. a much stronger message.  The Presidency is all about symbols,
  32. if you hadn't noticed.

  34. It came out yesterday that the Pentagon will be "informally"
  35. instructed next week to stop asking recruits about their
  36. sexual orientation, and to drop all investigations and
  37. firings of suspected G/L folk.
