  18. Rod: an editorial you transcribed from the NYT argued that it would be
  19. a bad move, symbolically at least, for Clinton to order Aspin to do
  20. the deed.  So does this mean that Clinton will issue the executive
  21. order, or that Aspin will?  And does it really make much of a
  22. difference, since Clinton is known to be behind the order anyway?
