  22. 1. Results of past development in science and technology
  23.  
  24.     There have been the three following sucessful outcomes of past
  25. efforts in the development of S&T.
  26.  
  27.     1.1 Creation of an environment supportive of scientific and
  28. technological development.
  29.  
  30.         Sucess in this regard may be measured by a greater sense of
  31. awareness and heightened consciousness about the importance of S&T. 
  32. This is particularly the case among high level public officials and
  33. national administrators who have given priority, and supported
  34. increasing application of S&T in national economic and social develoment.

  36.     1.2 Promotion of R&D in the public and private sectors as follows.
  37.  
  38.         1.2.1 Within the public sector, several organizations have been
  39. set up to formulate policies and to support research and development in
  40. S&T.  These national organizations have been set up to support S&TD in
  41. three major fields, including biotechnology, metal working and material
  42. technology, and electronics and computer technology.

  44.         1.2.2 Within the private sector, incentives have been offered by
  45. the government to encourage R&D, including the provision of soft loans,
  46. grants, tax privileges for certain types of machinery and equipment,
  47. privileges regarding corporates taxes, dividens, and other R&D
  48. activities of companies gtanted promotional privileges, etc.
  49.  
  50.     1.3 Preparation of S&T personel
  51.  
  52.         Development of high level manpower in S&T has increased to
  53. enable these personel to serve as university professors and researchers.
  54.  Extensive scholarship programs at the bachelor, master and doctoral
  55. degree levels, both in Thailand and in foreign countries have been
  56. offered in the three major areas memtioned above, together with other
  57. engineering and science degree programs.
