  26. the first Yugo, and afterwards during the war.  We responded then, and 
  27. we'll respond now.  If peace indeed doesn't return to the Balkans, the 
  28. primary responsibility for it's failure will lie with Belgrade's hords 
  29. and individuals such as yourself.
