- Also remeber in the LA riots and after the hurricane in Florida, the
- Govenors of each state had to ask the President to send in troops. Until
- that time (I believe the term is Federalization) the President's hands were
- tied from doing much of anything with the DoD.

- On the issue of the DoD providing Logistics, Survielance, etc. I'm pretty
- sure there are certain caveats that restrict this activing to defense of
- the US borders (monitoring drug smugglers) but still forbid domestic
- surveilance of US citizens. For instance, turning some of the US
- comm-intelligence sattelites to listen in on American phone calls and
- monitor political groups. I'm pretty sure this is still forbidden, and like
- matters are the subject of much questioning of Willian Christopher,
- Secretary of State Designate and his activities as a Deputy Attorney General
- in the Johnson Administration when Army Intelligence was ordered/pressured
- by Justice to perform domestic surviellance.
