Norway: Very little snow in the lowlands and by the coastline, but more than plenty of snow in the mountains. In fact, most of the roads connecting eastern and western Norway were closed last week, some of them with snow levels of 4-5 meters or more!
Most norwegian ski resorts have good facilities for both alpine and cross country skiing, Examples: Norefjell (near Oslo), Hemsedal, Lillehammer, Geilo, Voss, Trysil, to mention some of them.
If you contact a travel agency near you, they'll probably have more information than I can provide. Good luck!
