  29. Although I usually don't like to even acknowledge people posting
  30. from aliases, there's no conflict here.  Clinton's lifting the
  31. ban on gays in the military only effects military installations - not
  32. local governments.  The converse is also true - the 50 year ban on
  33. homosexuals in the military doesn't mean that in each U.S. state that
  34. has a US military prescence has a ban on homosexuals in it's state
  35. and local governments.

  37. It's the Fed that decides military policy -- the state and local governments
  38. have no jurisdiction over what goes on in the military or it's installations.
  39. (That's why there are separate military police, code of justice (if you can
  40. call it that) and separate environmental protection rules (none) as compared
  41. to the state where the military post is.)
