  19. In 1978, a US Treasury Dept. investigation found 3 of the 4 Japanese
  20. mfgrs. guilty of "dumping" >750cc motorcycles on th US market, by 
  21. weighted average margins of: Honda 2.9%, Kawasaki, 7.26%, Yamaha ,
  22. 1.98%.  This was found "not to have damaged Harley-Davidson's
  23. business."

  25. In 1982, H-D filed papers with the International Trade Commission
  26. alleging that there was "a direct onslaught on Harley's markets by
  27. virtually copying our motorcycles' styling and components, as well as
  28. our market research."  A tarriff of 45% was added to the regular
  29. tarriff on all Japanese >700cc motorcycles over 6000 (total all 4
  30. mfgrs) in 1983, decreasing to 35% over 7000 in 1984, 20% over 8000 in
  31. 1985, 15% over 9000 in 1986, 10% over 10000 in 1987, 0% thereafter.
  32. In March, 1987 H-D announced that it no longer needed the tarriff, and
  33. it was removed voluntarily.

  35. This started during the period when the officers and employees had bought
  36. the company back from AMF and were trying to get it on its feet again,
  37. after a period widely-regarded as the blackest in the company's history.
  38. There is no longer any special tarriff on imported motorcycles to
  39. benefit Harley-Davidson.  Just to set the record straight.
