- In 1978, a US Treasury Dept. investigation found 3 of the 4 Japanese
- mfgrs. guilty of "dumping" >750cc motorcycles on th US market, by
- weighted average margins of: Honda 2.9%, Kawasaki, 7.26%, Yamaha ,
- 1.98%. This was found "not to have damaged Harley-Davidson's
- business."
-
- In 1982, H-D filed papers with the International Trade Commission
- alleging that there was "a direct onslaught on Harley's markets by
- virtually copying our motorcycles' styling and components, as well as
- our market research." A tarriff of 45% was added to the regular
- tarriff on all Japanese >700cc motorcycles over 6000 (total all 4
- mfgrs) in 1983, decreasing to 35% over 7000 in 1984, 20% over 8000 in
- 1985, 15% over 9000 in 1986, 10% over 10000 in 1987, 0% thereafter.
- In March, 1987 H-D announced that it no longer needed the tarriff, and
- it was removed voluntarily.
-
- This started during the period when the officers and employees had bought
- the company back from AMF and were trying to get it on its feet again,
- after a period widely-regarded as the blackest in the company's history.
- There is no longer any special tarriff on imported motorcycles to
- benefit Harley-Davidson. Just to set the record straight.
