  25. There are ways for the powers-that-be to circumvent even these
  26. kinds of laws.  What is the definition of a "record"?  If
  27. "records" or "files" are all that legally must be divulged
  28. then anything which is not a "record" or a "file" may be
  29. witheld.  This could include anything that hasn't been officially
  30. entered into the filing system (although perhaps the item ought
  31. to have been filed), personal notes made by the officer, etc.
  32. It might take months or years for documents to become "records"
  33. in an abusive jurisdiction.  Or they might just be "lost" or
  34. "mis-filed".
