- There are ways for the powers-that-be to circumvent even these
- kinds of laws. What is the definition of a "record"? If
- "records" or "files" are all that legally must be divulged
- then anything which is not a "record" or a "file" may be
- witheld. This could include anything that hasn't been officially
- entered into the filing system (although perhaps the item ought
- to have been filed), personal notes made by the officer, etc.
- It might take months or years for documents to become "records"
- in an abusive jurisdiction. Or they might just be "lost" or
- "mis-filed".
