  20. What the report was probably referring to was the conclusion of a
  21. six or seven year investigation of the GC owners for skimming, tax
  22. evasion and a few other nits.  At the time the offenses were discovered,
  23. San Jose toyed with shutting them down, but now that the city is deeply
  24. addicted to the cardroom's tax revenue, they're just forcing the owners
  25. to sell and pay some stiff fines.
