- It seems to me that the solution is very simple:

- (a) Have a mens team race
- (b) Have a womens team race

- Then score the results as such overall mens team, overall womens team,
- and overall combined team - I think this meets all the goals of promoting
- cyccling for both males and females and does not bias teams with a small
- number of either sex.

- To qualify for Regional or National races - the 5 best teams in the
- mens race automatically qualify, - the 5 best teams in the womens
- race automatically qualify - a top X athletes in the mens race qualify
- excluding those already selected by the team process - a top X athletes
- in the womens race qualify exclusing those already selected in the team
- process.

- Thus, in the end we get the best teams and athletes at the finals!
- And we reward both the top mens, womens, and combined teams!
