- They're supposed to be an incentive to carpool. I don't know why
- they won't raise the gasoline tax. We have about the cheapest tax in
- the world (14 cents / litre; most of Europe is around 75 cents a litre;
- The Economist Jan 9th-15th '93). Would do a whole lot more good.
