  17.  appeared among the list of entries  
  18.  for this year's Formula One series.

  20.  FISA, the sport's ruling body, gave 
  21.  a list of 26 cars entered by the    
  22.  deadline but did not rule out a     
  23.  late entry by the British team.     
  24.                                      
  25.  This would require agreement from   
  26.  all competing teams and a report on 
  27.  French radio indicated that three   
  28.  had already refused to approve a    
  29.  late application from Williams.

  31.  Williams won 10 out of 16 GP races  
  32.  last season to easily win the title 
  33.  Frank Williams is blaming two rival 
  34.  teams for preventing his Formula    
  35.  One outfit from being included in   
  36.  the 1993 championship entry list.

  38.  Because Williams entry was made one 
  39.  day after the deadline it failed to 
  40.  go through automatically.

  42.  Under the rules all the other teams 
  43.  approval was needed.

  45.  Williams said: "Two teams have

  47.  concessions from Williams involving 
  48.  limiting Formula One technology."
