  22. A tax on illegitimate conception would be an incentive to people 
  23. to change their sexual behavior in one of two ways: either refrain
  24. from fornication, or make careful use of birth control.  The former
  25. change would surely cut down on the number of girls now getting
  26. infected with AIDS, and the latter -- if the birth control method
  27. employed is the widely-touted condom (i.e., scumbag) -- would also
  28. tend in that direction.

  30. Where are girls and ladies getting AIDS from today?  Well, this table is
  31. reprinted from one last year's periodic CDC summaries on "sci.med.aids":

  64. Now, Mr. Darcy's tax won't do anything to help the junkies or the 
  65. unfortunate victims of bad blood.  But notice that about a third
  66. of female victims get AIDS from "heterosexual contact."  And over
  67. half of these girls -- indeed, about 80% of the Hispanic girls --
  68. got it by having sex with a junkie.  My guess is that not too many 
  69. of these pairings with "injecting drug users" are instances of 
  70. Holy Matrimony.  Something tells me that these are non-marital, 
  71. "Studs'n'Sluts" relationships -- the very relationships that Mr.
  72. Darcy's tax would tend to discourage.

  74. In plain, simple language, discouraging fornication will save
  75. girls' lives.  Ken Darcy's proposed tax will save girls' lives,
  76. and for that reason alone, I support his proposal.
