  22. "Pursuit of happiness" is from the Declaration of Independence, 1776,
  23. and has no force of law.  Next came the Articles of Confederation,
  24. 1778, which also has no force of law and doesn't mention life,
  25. liberty, *or* happiness.  The U. S. Constitution, 1787, has force of
  26. law and only mentions life, liberty, and *property*.  This is probably
  27. why the California Supreme Court says that the State has the right to
  28. harass it's citizens as long as the harassment isn't (warning: weasel
  29. words ahead) "an undue burden".
