- "Pursuit of happiness" is from the Declaration of Independence, 1776,
- and has no force of law. Next came the Articles of Confederation,
- 1778, which also has no force of law and doesn't mention life,
- liberty, *or* happiness. The U. S. Constitution, 1787, has force of
- law and only mentions life, liberty, and *property*. This is probably
- why the California Supreme Court says that the State has the right to
- harass it's citizens as long as the harassment isn't (warning: weasel
- words ahead) "an undue burden".
