  14. When I was renting a house once, I had a somewhat similar problem.
  15. The lights would dim, and the TV would fade for several minutes.
  16. Turning electric burners on and off made everything dim or be slightly
  17. restored.  The problem would come and go, sometimes not occurring for
  18. months.

  20. Finally it started happening a lot.  It turned out there was a short
  21. in the meter.  PG&E (this was near Santa Cruz) had to come out and fix
  22. it.
