  19. panels?  Lawyers do.  Whose interest do you think they will serve?

  22. I'd suggest contacting HALT.  It is an organization for legal reform.
  23. They provide self-help legal books.  One title is dedicated to
  24. to resolving disputes with lawyers.  They also have a list of lawyers
  25. which will prosecute other lawyers.
