  33.    You just select a 16-color workbench. You could do a 16 color workbench
  34.   in Wb2.0 Wb2.1 and Wb2.04 and Wb2.05. It's just that Wb3.0 can go up to a
  35.    256 color workbench in a whole lot of resolutions and settings. But with
  36.    a 16 color workbench only, it is hard to make 16 color icons that look
  37.     good from computer to computer, so often 4 color icons are still used.
  38.     With a 256 on screen pallette, you are more inclined to do 16 color or
  39.     32 color icons since you aren't as worried about color limitations that
  40.      you want in your picture.
