  32. It depends upon what the operator "grunt" will be doing. For 
  33. hauling around cartons of paper and loading laser printers with 
  34. more paper, I have seen some sites use very unskilled labor.

  36. For mounting magnetic tapes, and working with modems, and LAN 
  37. equipment, a higher level of skill is generally required. The

  39. Unfortunately, the best answer to your question is often "Yes". 
  40. The mix of skill levels depends on what you are expecting he 
  41. operators to do and what is the skill level of the community in 
  42. general.
