This isn't a complete answer, but for your specific example, Xgopher
can do this.  It is strange, but acceptible for the top level gopher
item to be an index search (type 7), either with or without the
keywords already specified.  In other words, you can be prompted for
the index search words or use ones already in the search item.  Of
course, you pay the time penalty of waiting for the search to be
executed each time you start up Xgopher at this root item.

I see what you are looking for in general and it's a good idea.
Brygg Ullmer ([e-mail]) is a frequent poster to this
list.  He has done some work in allowing personal gopher space
configuration.
