- I assume that most of what is conceptually done in the NT1 is actually done
- by the local exchange. But whoever does the timeout, a technically (more)
- correct response message would be something like "There is no equipment
- that is willing to talk to you...". It may be there, but for some reason
- choose not to talk. (But I do accept a less accurate message, though,
- if it makes non-engineers less confused!)
