- Consider an account executive who has an index of hourly sales summaries

- These indexes are pointers to spreadsheets scattered, by implication,
- across the enterprise according to region. The executive has no other
- information except to note that all spreadsheets are in desktop computers,
- which are connected via his virtual path network, and that physical
- links have cost associated with their usage. In fact, the concept of
- region has not even been defined according to any criteria.

- no network management packages.
