  17. No, no, NO.  That way users get to pay in their phone bills for a silly
  18. message instead of just getting a busy signal for free.  "Paying for it"
  19. is also another reason to make the phone busy, some long-distance services
  20. start billing after a certain time online instead of after someone has
  21. answered the phone.
