- Short answer: it's an IBM internal tool that no one expects you to have
- access to.

- Long answer: DALVM41B is on VNET, not BITNET; it's an IBM machine in
- Dallas (or at least which used to be in Dallas; who knows where it
- really is these days?). TOOLS is an internal tool for IBM; it builds
- requests for their TOOLSRUN servers, their equivilent to NETSERV or
- LISTSERV.

- In other words, ask your SE to issue the TOOLS command listed from his
- "PROFS" id. :-)

- Historical Note: TOOLSRUN was developed by Mike Cowlishaw as he was
- developing REXX. He used it to distribute REXX internally intially; it
- grew into a more general purpose tool. I often wonder what would have
- happened if he'd called it, say, DEXX (program decks, sorry, it's a real
- bad pun). :-) At any rate, Mike passed the code along to another IBMer,
- and eventually a third IBM organization got involved and released it as
- a product which died a slow, agonizing, undignified death. But TOOLSRUN
- (and the TOOLS EXEC) are still heavily used internally just like we use
- LISTSERV and NETSERV.
