- Those Census Bureau maps with additional red-line boundaries? They
- are not Census of Population and Housing maps. They are American
- Housing Survey maps indicating AHS Geographic Zones.

- It took about a dozen phone calls to learn this. At one point, I was
- reading off street names to a Census Bureau person to see if her
- daughter's school district coincided with the red-line boundaries
- [thank God we received a Washington DC map set]. And the hypothesis
- that these were 1990 Census Congressional District maps [are there
- such a thing?] died quickly, as Washington has no CD and the map
- showed several one-digit-labelled areas within DC.

- Ed Montfort, of the Census Bureau's American Housing Survey division,
- was able to identify them. First, the maps are derived from 1980
- Census maps, and the most recent AHS geography derives from the 1980
- Census. Second, the labels for red-line boundaried areas follow two
- conventions. Inside Central Cities, the zones bear single-digit
- labels. Outside Central Cities, the zones bear 3-digit labels with an
- optional single-character suffix.

- AHS Geographic Zones are metropolitan area subdivisions with
- populations of 100,000 or more. Records on the AHS CD-ROMs are
- supposed to have a field containing Geographic Zone labels [I can't
- confirm this: the AHS CD-ROMs go to another library here at Penn].

- It may be that this release is a mistake. I could find no RLIN or
- OCLC records for these maps. And Ed Montfort was surprised that
- anybody outside of the Census Bureau's AHS division owned them.

- By the way, we received Washington, DC; Tampa-St. Pete; and San
- Francisco-Oakland sets -- about 5 sheets in all. We couldn't find a
