  19. I lived and taught in Vermont about 4 years ago.  Madeleine
  20. Kunin was governor at the time.  Perhaps someone else can
  21. provide specifics, I'm short on them; but I can give some
  22. impressions.  She had a liberal's belief in supporting
  23. social programs and public education.  During her tenure
  24. teacher's fought for, and in many cases won, significant
  25. salary increases.  Students who were formerly placed
  26. out of district for special education were brought back
  27. into the schools and the classrooms under a program
  28. called "Homecoming."  The portfolio assessment project
  29. now getting some national attention was begun.  The
  30. real estate and tourism boom had also just gone bust,
  31. so localities were left with high real estate valuations
  32. and high taxes to support the schools, but with a decreasing
  33. ability to meet those payments.
  34.   I do not know what involvement if any she had with
  35. any of these things.  And I do not know how the local
  36. tax burden problem was handled.  My sense is that
  37. she relies on a professional culture of experts more
  38. so than many Vermonters would like.  They're used to
  39. doing things locally through citizen groups.  They
  40. seem to have a fairly stubborn attahcment to participatory
  41. democracy.  But she is probably less attached to a
  42. technocratic culture than someone like Dukakis.
  43.   Personally, I'm pleased to know she's a member
  44. of this administration, in whatever capacity. I've
  45. heard her speak a few times and was impressed.  As
  46. for her specific actions at education, I'll have
  47. to wait and see.
  48.   Good luck garnering information about the ed.
  49. governors.  It's a worthwhile project.
