  18. I think it may be time to seriously investigate the education platform adopted
  19. by the NGA (National Governors Association), since three governors are the new
  20. players in education at the federal level (Clinton, Riley, and Kunin). These
  21. three I am told were very influential in putting the NGA education plank
  22. together.
