  27.                  Toward a *Truly* Global Network

  29.    Computer-mediated communication networks are growing rapidly, yet
  30.    they are not truly global -- they are concentrated in affluent
  31.    parts of North America, Western Europe, and parts of Asia.
  32.  
  33.    GNET is an archive/journal for documents pertaining to the effort
  34.    to bring the net to lesser-developed nations and the poorer parts
  35.    of developed nations.  (Net access is better in many "third
  36.    world" schools than in South-Central Los Angeles).  GNET consists
  37.    of two parts, an archive directory and a moderated discussion.

  39.    Archived documents are available by anonymous ftp from the
  40.    directory global_net at dhvx20.csudh.edu (155.135.1.1).  To
  41.    conserve bandwidth, the archive contains an abstract of each
  42.    document, as well as the full document.  (Those without ftp
  43.    access can contact me for instructions on mail-based retrieval).

  45.    In addition to the archive, there is a moderated GNET discussion
  46.    list.  The list is limited to discussion of the documents in the
  47.    archive.  It is hoped that document authors will follow this
  48.    discussion, and update their documents accordingly.  If this
  49.    happens, the archive will become a dynamic journal.  Monthly
  50.    mailings will list new papers added to the archive.

  52.    We wish broad participation, with papers from nuts-and-bolts to
  53.    visionary.  Suitable topics include, but are not restricted to:

  55.       descriptions of networks and projects
  56.       host and user hardware and software
  57.       connection options and protocols
  58.       current and proposed applications
  59.       education using the global net
  60.       user and system administrator training
  61.       social, political or spriritual impact
  62.       economic and environmental impact
  63.       politics and funding
  64.       free speech, security and privacy
  65.       directories of people and resources
