  21. Green Mountain Power Corp. (GMP) said it plans to continue working
  22. to obtain permits for two wind projects in southern Vermont
  23. regardless of whether the sites are developed in the immediate
  24. future.

  26. The utility, which is based in South Burlington, VT, had proposed
  27. wind power plants at the sites along with another in western
  28. Massachusetts in response to a request for proposals for "green
  29. power" from New England Power Co. (NEPCO) (see Wind Energy Weekly
  30. #477, December 16, 1991, p. 5).

  32. Subsequently, NEPCO notified GMP that two of the three proposals,
  33. totalling 17 MW in capacity, had been selected as part of a
  34. "Negotiating Group" for further discussions and possible power
  35. contract negotiations.

  37. The projects chosen by NEPCO for further discussion include a 7-MW
  38. proposal for a wind facility in the town of Florida, Mass., and a
  39. 10-MW proposal covering a project in the southern Vermont towns of
  40. Searsburg and Readsboro.

  43. However, GMP said recently in a newsletter on its wind activities
  44. that it plans to go forward with permitting on both the
  45. Searsburg/Readsboro site and another on the Hoosac Range in
  46. Stamford and Readsboro, "based on our belief that wind power will
  47. provide an environmentally sound and economical source of new
  48. energy in the not-too-distant future.

  50. "This belief is a result of the wind resource and environmental
  51. studies we have conducted at these site areas since 1980; the
  52. experience we have gained operating turbines atop Little Equinox
  53. Mountain; and the generally favorable reaction to our plans by . .
  54. . local town officials and environmental groups."

  56. GMP is working on Special Use Permit Applications to be filed with
  57. the U.S. Forest Service (USFS) for the Vermont sites, and is
  58. coordinating its plans with the Vermont Public Service Board (PSB)
  59. and the Vermont Agency of Natural Resources.  The projects, it
  60. said, will require a Certificate of Public Good from the PSB in
  61. addition to the USFS permits.

  63. The permitting process in Vermont is of special interest because
  64. the state's environmental community is strong and well-organized
  65. and highly sensitive to development on visible mountain ridgelines.
  66. Although the PSB has generally sought to encourage renewable
  67. energy, private developers have expected the windfarm siting
  68. process to be long and difficult, and have opted to pursue
  69. opportunities in other states.
