  31.    That does rather neatly catch state schools in a Catch-22.  However,
  32. private schools, such as Case Western Reserve University, which get about
  33. zero state funding, can safely ignore this and keep barring ROTC from their
  34. campus.  So, unfortunately, the CWRU Law School is in no danger and will
  35. go on producing societal burdens unabated...
