  27.                          A PROCLAMATION

  30.      Thurgood Marshall, an African-American born and reared
  31. in segregated America, was a fundamental force of change in this
  32. Nation.  Perhaps no other American lawyer has had more impact on
  33. the current meaning and content of the U.S. Constitution.  As the
  34. leading attorney for the N.A.A.C.P. Legal Defense and Education
  35. Fund, Justice Marshall's twenty-nine victories before the
  36. U.S. Supreme Court breathed life into the text of the Fourteenth
  37. Amendment and guaranteed all Americans equality and liberty in
  38. their individual choices concerning voting, housing, education,
  39. and travel.  As an appeals court judge, the Solicitor General of
  40. the United States and, finally, Supreme Court Justice, he worked
  41. tirelessly to expand and protect his vision of justice for
  42. America.  As our Nation begins to chart its course for the next
  43. century, it is fitting that we pause to honor and remember the
  44. courageous, purposeful life of Thurgood Marshall.

  46.      As a mark of respect for the memory of Thurgood
  47. Marshall, former Associate Justice of the Supreme Court of
  48. the United States, I hereby order by the authority vested in me
  49. as President of the United States of America by section 175 of
  50. title 36 of the United States Code, that the flag of the United
  51. States shall be flown at half-staff upon all public buildings
  52. and grounds, at all military posts and naval stations, and on
  53. all naval vessels of the Federal Government in the District of
  54. Columbia and throughout the United States and its Territories
  55. and Possessions until his interment.  I also direct that the
  56. flag shall be flown at half-staff for the same length of time
  57. at all United States embassies, legations, consular offices,
  58. and other facilities abroad, including all military facilities
  59. and naval vessels and stations.

  61.      IN WITNESS WHEREOF, I have hereunto set my hand
  62. this twenty-fourth day of January, in the year of our Lord
  63. nineteen hundred and ninety-three, and of the Independence of
  64. the United States of American the two hundred and seventeenth.
