  20.     Well, Clinton has talked about adding sexual orientation to the
  21.     list of protected classes in the federal Civil Rights Act.

  23.     That would cover every aspect, including civilian security 
  24.     clearances, as far as I know.  It would not, however, be binding
  25.     on the military, or on congress itself.  Congress exempts itself 
  26.     from most of its own laws.
