- I think to intrest people as holders, you need to give them more powers.
- Be it building, or admin/guide work, that is debatable. But in the
- books, the holds are just as important as the weyr and hall. Maybe more
- time needs to be given to developing a working economy, where food, cratfs
- and such are needed to live.

- case by case.
