  23. How did you wind up doing these foreign operations?

  26. Well, I began working undercover in Southeast Asia in 1970 and `71.
  27. Just being really good at what I do, I was asked to do different
  28. assignments.

  31. I spoke to Alfred McCoy, and he mentioned that he talked to you
  32. afterwards and told you about his book, and that that book 
  33. influenced the way you thought about the work you were doing in 
  34. Southeast Asia.
  35.

  37.      has been the bible on U.S. drug trafficking. However, I understand
  38.      that its sequel, "THE POLITICS OF HEROIN: C.I.A. COMPLICITY IN
  39.      THE GLOBAL DRUG TRADE" is even better.]

  41. MICHAEL LEVINE:
  42. Well, what happened was, the first time that I ran into CIA and
  43. other U.S. influences in this "War on Drugs" was on an undercover
  44. case that I did into Bangkok, Thailand in 1971, going into 1972.
  45. There's no way I can tell you the whole story, but let it end with
  46. this:  I successfully conned the hell out of Chinese drug dealers
  47. who were also the source of an investigation of drug dealers on a
  48. case titled, "the Herman Jackson Organization."  In essence, Herman
  49. Jackson and a bunch of G.I.s from Vietnam were buying heroin in
  50. Thailand and putting the heroin into dead bodies of G.I.s killed 
  51. in Vietnam, and the bodies were being funneled through Thailand and
  52. then home to the United States. And they were using the bodies of
  53. our 19- and 20-year-old young men, killed in that "holy war", as 
  54. conduits for heroin.

  56. Now, at that time, young Michael Levine, young undercover agent --
  57. I'm dealing with the same people who are supplying that [Herman
  58. Jackson] group. The Chinese drug dealers, who really bought my act,
  59. wanted to invite me to a laboratory in Chang Mai where they were
  60. producing hundreds of kilos. Now, this was at a time in our history
  61. when the biggest heroin seizure was "the French Connection", 
  62. sixty-five or sixty-seven kilos of heroin. Now here are people
  63. inviting me to a factory that produces hundreds of kilos of    
  64. heroin A WEEK!

  66. Mysteriously -- strangely, I was instructed that:             
  67. "You're not going!"  The case was ended right at the point I had 
  68. gone to; that is, at the Chinese dealers in Bangkok itself. Arrests
  69. were made. A lot of publicity. The United States Government told 
  70. the American Public: "Another great Drug War victory."  I was told:
  71. "There are a lot of things you don't understand. You see, there  
  72. are priorities."   And, of course, I accepted that because I was,
  73. again, the "GOOD soldier".

  75. Now, Al McCoy's book came out around the same time. Now -- when I 
  76. look back, when I talk about Al McCoy's book and my experience, 
  77. what I point out is that even if I had Al McCoy's book in my hands
  78. in 1971 and `72 -- a book that pointed out CLEARLY why I was not
  79. allowed to go to Chang Mai .... WHAT an incredible thing that is to
  80. accept! That my OWN government could protect people who were using
  81. our DEAD G.I.s -- dead young Americans as heroin conduits!
  82. HOW could I accept that?!    It was just too MUCH!
  83. What can I give you as a comparison?  It's a man who's been married
  84. to a wife who doted on him for twenty years (well, at that point in
  85. my career it was seven or eight years) whose fidelity he never
  86. questioned; and then suddenly coming in and finding her in bed with,
  87. not just the postman, but the postman, the butcher, the dogcatcher,
  88. ..... It's just too much for you to accept as real. Had I had 
  89. Al McCoy's book in my hands, I would've considered it an Un-AMERICAN
  90. thing to read. That's why I can UNDERSTAND what happens to young 
  91. men who are in law enforcement -- why they refuse to look at the
  92. reality of this situation. It's just TOO MUCH for Americans to
  93. accept.   It's too much for young narcotics agents to accept. 
  94. You don't TAKE a job like this for civil service security. 
  95. You take it because you BELIEVE in it!  And most of these guys DO.
  96. And then, when these events happen, and they're told:  "This is a
  97. priority that you don't understand. You just go ahead about your
  98. business" .... and when they see, around them, things like Oliver
  99. North, who ..... It's really funny; he's got a book out. I don't
  100. even want to say the title -- but I looked in the index and he's 
  101. got three pages devoted to drug trafficking; yet, in his OWN
  102. notebooks (he's got twenty-six-hundred-page notebooks) he's got
  103. FIVE HUNDRED pages of NOTATIONS about drug trafficking.  There's
  104. something he's not TELLING us. You know?   So, when young agents
  105. see things like this .... when young agents see that people like
  106. Oliver North and Lewis Tams were banned from Costa Rica for DRUG
  107. running, it's HARD for them to accept. They consider this like:
  108. "Well this is a plot. We don't want to believe this."       
  109. Because, to accept it and to believe it is to accept that your
  110. career is a LIE!   Your chosen goal in life is a total lie.

  115.     appalling, infuriating, explosive and vital expose`s that 
  116.     could ever be brought before the eyes of the American People.
  117.     Don't let these episodes go by the boards without saving them,
  118.     because we have a patriotic duty to disseminate, circulate, 
  119.     deliver, pass on this information in the cause of millions of
  120.     people on the American Continent, including those in the 
  121.     United States, who are or who will become victims of the 
  122.     CIA-sponsored War FOR Drugs which is resulting in wholesale, 
  123.     continent-wide murder, torture, imprisonment, street crime, 
  124.     life-destroying addiction, and even the takeover of governments
  125.     by fascist drug barons, further intensifying the poverty, misery  
  126.     and suffering that is rampant among entire national populations.
