  25. to control what we do.

  27.               COMPUTER-WISE CHILDREN TAPPING INTO PORNOGRAPHY

  29. ST CATHERINES, ONT. - Computer-wise kids in Canada may be getting a
  30. education their parents never dreamed of.
  31.           At this moment, children are firing up their computers and
  32. using telephones to patch into a vast network of files available for free.
  33.           What's at their fingertips would shock even hardened purveyors
  34. of pornography.
  35.           Computer sex has arrived.
  36.           Throughout Canada, thousands of public access bulletin boards
  37. are thriving and anyone with a modem and phone line can connect with the
  38. boards and use files for their own use.
  39.           Many of the boards, operated by hobbyists through their home
  40. computers offer  explicit photographs and stories ranging from topless
  41. women to bondage and bestiality.
  42.           Most of it is easily accessible to kids who are as comfortable
  43. with computers as their parents are uneasy.  The phenomenon has
  44. lawmakers, police and even Bell Canada feeling helpless.
  45.           "There is a big demand (for porn)," says Hugh Mitchell, a
  46. doctor who runs his own bulletin board, and is fed up with porn files.
  47. "Unfortunately, too much."
  48.            Tony Brandon, who runs Towne Crier, one of the oldest
  49. bulletin boards in this southern Ontario cities, has banned porn on his
  50. system.  He decided to restrict users could send to his eight year old
  51. board when the softcore images of the mid-1980s became increasingly
  52. graphic.
  53.            After he banned the porn, he said, the average age of his
  54. board users jumped several years, from 12 - 14 to 19 - 20. Brandon sees
  55. that as proof the main consumers are young teens.
  56.            Some boards try to screen users accessing adult files, but
  57. Brandon found kids simply lied about their ages.  Many system operators
  58. offer instant acces to their programs with few age or identification
  59. checks.
  60.            On a recent week day, two reporters from the St. Catherines
  61. Standard newspaper, easily got access to adult files on local boards -
  62. images ranging from softcore centerfolds to hardcore images pushing the
  63. legal limits of obscenity.
  64.            Police say it is difficult to lay charges because most of the
  65. files other than bestiality, childporn or de-humanizing, violent or
  66. degrading material - are legal under the Criminal Code.  In addition, it
  67. is difficult from where the files - many from the United States -
  68. originate, says Insp. Ray Johns of the Winnipeg Police Force.
  69.            The rapid advancement of computer technology has caught
  70. police, lawmakers, and anti-porn organizations off guard.
  71.            Project P, a unit of the Ontario Provincial Police and Metro
  72. Toronto Police, that investigates pornography and hate literature says
  73. there is nothing the unit can do about computer porn available to kids.
  74.            That's what frightens Mark Jefferies, a city resident who was
  75. shocked recently, to find a colour photo, depicting two women engaged in
  76. bestiality, on a local bulletin board his 15-year-old son connects with.
  77.            "That's going too far," said Jefferies.  "It sickens me."
  78.            Fearful parents can forget about complaining to Bell Canada.
  79. The phone company has been told by the Canadian Radio-Television and
  80. Telecommunications Commision that censorship won't be tolerated.
  81.            A recent attempt by Bell to axe it's 976 service - after
  82. complaints from parents over phone sex services - was shot down by the
  83. federal regulator.
  84.            "We're the medium, not the message," says Bell spokesman Ruth
  85. Foster.  "We're not supposed to influence that communication at all or
  86. control it in any way."
  87.            Meantime, kids are using computers in ways their parents
  88. never imagined.  For example, one St. Catherines board run by a high
  89. school student has photos of naked women, among those of Goofy, Mickey
  90. Mouse, and Roger Rabbit.
  91.            The student is trying to clear all the adult files from his
  92. computer bulletin board after complaints from female users, But he can't
  93. kep pace with users who keep sending pornographic files.
  94.            Problems like that prompt calls for legislation requiring
  95. boards to be licensed to stem kids' access to computer porn.
  96.            But Det-Sgt. Bob Matthews of Project P. said local computer
  97. owners could simply phone Australia or anywhere else in the world and
  98. get access to porn.
  99.            Canadain universities are also wrestling with pornography on
  100. their computer systems.  The University of Manitoba recently yanked
  101. offensive files from a computwer network it is connected to after word
  102. got out about stories and photographs that included child pornography
  103. and women hanging from chains.
  104.            Other universities across the country, including Brock in St.
  105. Catherines, still carry the files but are in a quandary about what to do
  106. with the offensive files.

  110. It is disturbing that certain people believe that responsibilty
  111. of their children belongs with us, the SysOps.  Yet again, a segment of
  112. the population wants to legislate society's morals.  I agree that age
  113. checks are a necessary evil but how can SysOps be held accountable for
  114. the lies told by certain users?  What happened to the responsibility of
  115. parents in the upbringing of their offspring?

  117.         Imagine that boards are already legislated and regulated.  You
  118. have paid your tax, or the SysOp has paid the tax for the license and
  119. all the user information has been verified by a governmental department
  120. after a long delay for validation.  You try to log on one day, only to
  121. find that because a teenager said he was eighteen and a complaint was
  122. made, to find that your favourite board has lost it's license and is no
  123. more.

  125.          Keep public boards public.  Write your Member of Parliament.
  126. Upload this message to other boards you call.  Don't sit back and have
  127. your recreation strangled in bureaucratic paper nightmare.
