  25. other environmentalists, Florida will phase out the collection of coral rock
  26. in Federal waters off the Florida Coral Reef Tract over the next three years;
  27. harvest from state waters is already banned.  Coral rock, still teeming with
  28. living creatures, has been harvested at the rate of one to three tons a day in
  29. the area to supply saltwater aquariums."
