  20.      The Clinton Administration is intending to nominate MARIO
  21. BAEZA for the position of assistant secretary of state for Inter-
  22. American affairs (the position  currently held by Bernard
  23. Aronson.)
  24.  
  25.      The Cuban American National Foundation in Miami has mounted
  26. a campaign to stop this nomination. The CANF opposes Baeza
  27. because he is not well-known in the Miami Cuban-AMerican
  28. community and will not be susceptible to influence by the CANF.
  29. In Miami, the Foundation attack on Baeza includes racism (Baeza
  30. is Afro-Cuban) and red-baiting. The CANF has proposed its own
  31. candidate from the extreme right wing, Simon Ferro.

  33.      The nominee will most likely be named today or Monday. It is
  34. critical to flood the State Dept. and the White House with calls
  35. and letter of support for Baeza.

  50. Senator Bill Bradley of NJ is playing a critical role in support
  51. of the CANF candidate and in opposition to Baeza. Calls and
  52. letter to his office, particularly from New Jersey residents, are
  53. especially important.

  60. 1) SUPPORT THE NOMINATION OF MARIO BAEZA FOR UNDERSECRETARY OF
  61. STATE FOR INTER-AMERICAN AFFAIRS.
  62.      We have good reason to be optimistic that, over time,
  63. Baeza's positions on Cuba will be far preferable to current
  64. policies. Given current realities, Baeza represents the best we
  65. can hope for and, in any case, is far preferable to any CANF
  66. candidate.

  68. 2)CONDEMN THE UNDUE INFLUENCE OF THE CUBAN-AMERICAN NATIONAL
  69. FOUNDATION ON US FOREIGN POLICY.
  70.      This extreme right-wing group has history of support for
  71. terrorist activities and extreme right wing causes, including
  72. sport for the contras in Nicaragua, UNITA in Angola and terrorist
  73. activities against Cuba.

  75. The Congressional Black Caucus has already mobilized in support
  76. of Baeza'a nomination. On the other hand, Congressman Robert
  77. Torricelli strongly opposes Baeza--and Baeza lives in
  78. Torricelli's district. This is another case of Torricelli
  79. supporting the agenda of CANF (could it be the PAC money?) over
  80. the interests of his own constituents.
