  12. I have just heard that Hydro-Quebec and the Cree Tribe have reached a major 
  13. agreement on Phase II of the La Grande hydroelectric complex in the James Bay 
  14. area of northern Quebec.  Three documents were signed in Montreal on
  15. January 8, 1993:

  17. 1 La Grande (1992) Agreement
  18. 2 Complementary agreement #11 to the James Bay and Northern Quebec Agreement
  19. 3 A letter of agreement concerning financing of sewer reconstruction i
  20.   northern Quebec.

  22. The La Grande 1992 Agreement provides that some $50 million (in 1992 Canadian 
  23. dollars to be indexed over 50 years) will be paid for the benefit of the people
  24. affected by the projects and for certain other "mitigated" works.

  26. The Grand Chief of the Grand Council of the Crees, Matthew Coon-Come, signed
  27. the  agreement.  He said that the agreement is "evidence of the fact that the
  28. Cree  people are not against all development.  When called upon the Cree and
  29. Hydro-Quebec can sometimes find ways to ressolve practical problems.  We need
  30. to find new ways beyond this present Agreement in which the resources on the
  31. Cree territory can be co-managed so as to create a more productive basis for
  32. the long-term relationship between the Cree people and the people of Quebec."
