  45. When people have a choice they migrate from places with low standards
  46. of living to places with higher standards of living.  To put one
  47. issue sharply, how would you like to be a parent in a society in
  48. which about half of the children born died of diarrhea before reaching
  49. five.  When I was about 15 my mother told me that she considered it
  50. a real triumph that both my brother and I were still alive.  Actually
  51. in my generation, death of children was rare, but in her generation,
  52. it was still common.
