  25. The market, for one thing.  Spin off shuttle to the private sector, and
  26. you're likely to get at most one provider, and one buyer (NASA).  Not
  27. my idea of a free, competitive market where cost savings could be
  28. realized.  By contrast, the commercial launch market has many buyers
  29. and a few more or less subsidized sellers, so there's competition,
  30. incentive to invest, etc.
