  22. BACKGROUND: 
  23. Scientific findings indicate that changes to the environment may be 
  24. occurring at an unprecedented rate.   A clearer understanding of the 
  25. combined impact of natural and social forces is urgently needed by 
  26. researchers, policy makers, and the world's people as they seek solutions 
  27. for sustainable development of the Earth's resources.  These activities
  28. must 
  29. begin with the sharing of information such as satellite data, and knowledge
  30.  
  31. derived from its analysis that transcends political and cultural
  32. boundaries.  
  33.  
  34. CIESIN (the Consortium for International Earth Science Information 
  35. Network) is undertaking a survey on behalf of NASA.  This is part of NASA's
  36.  
  37. contribution to the Italian Space Agency's (ASI) efforts to coordinate an 
  38. extensive feasibility study to evaluate the concept and need for an Earth 
  39. observation information network.  The study is being conducted on behalf of
  40.  
  41. G7 countries and relevant international organizations such as the CEC, ESA,
  42.  
  43. EUMETSAT and the WMO.  This survey is intended to assess the needs of 
  44. researchers and scientists as well as applied science users particularly in
  45.  
  46. the developing world for access to environmental and global change data and
  47.  
  48. information (especially satellite data).  
  49.  
  50. In addition, more assessment is needed on current capabilities, needs, and 
  51. requirements for an Earth observation world information center.  The 
  52. proposed service, if determined to be both necessary and feasible, will 
  53. enable various world-wide user communities to obtain the information 
  54. necessary to access and use the various centers and networks established to
  55.  
  56. archive and exchange data relevant to the study and monitoring of global 
  57. change.  The results of this survey will be provided in a report by CIESIN 
  58. and NASA to the Italian Space Agency in the very near future to support 
  59. ASI's feasibility study.

  61. CIESIN's role in the arena of global change is to build and maintain 
  62. information gateways for accessing, collecting, integrating, disseminating,
  63.  
  64. and exploring data and information on the human dimensions of global 
  65. environmental change.   CIESIN is part of  NASA's Earth Observing System 
  66. Data Information System (EOSDIS) program, serving as NASA's Socio-Economic 
  67. Data Applications Center  (SEDAC) within the EOSDIS program.
