  23. mentioned.  Remember that conservation and efficiency are different.
  24. No social changes were suggested, let alone forced.  _All_ it
  25. recommended was capital investment in efficiency.  The "old
  26. nuclear numbers" tnat it used appear to be the same as most
  27. nuclear proponents are using today.
