  20. How can a victim of nationalism be collegial with one who so self-
  21. righteously endorses his nation's arbitrary interference into the
  22. peaceful activities of unaffiliated third parties, such as non-
  23. nationals who would trade in encryption software?  I'm afraid that
  24. your time inside the beltway has blinded you to the fact that your
  25. ``democratically elected Congress'' institutes a tyranny of the
  26. majority which is inconsistent with personal freedom and civility
  27. and even with the ostensible principles of your government.
